if he stores the kites in a crappy shed, than of course no insurance will cover any loss or damage.
Another point is that many owners of kite storage try to limit their liability for loss or damage for kite stuff so customes undersign a written contract usually which includes some more or less strange clauses. However its important to keep in mind that many of such clauses are ment straight for the (legal) bin.
And because of similar consumer rights troughout the EU even spanish laws will have similar effects on these storage contracts.
So I guess storage owners can limited their liability not for any loss or damage. Especially when the place the kites are kept are in such bad conditions.
